BEHIND THE NUMBERS
How this calculation works
Worked example
128 of 400 employees gives 32%. Manufacturing thresholds from m × ln(400) + b are 25.145660%, 33.074039%, 36.432246% and 42.332246%, so the estimated band is Low Green. Seven additional Saudis reach Medium Green after recalculating the threshold for 407 employees.
Example result: Low Green
Hiring changes the required percentage as well as the workforce
The Ministry uses a logarithmic curve for each activity and band. Adding Saudi employees therefore changes both the Saudization percentage and the required threshold. The calculation finds the first whole-number hire count which meets the recalculated threshold.
The Ministry’s coefficients determine the band
All 42 activity rows are included for 2026, 2027 and 2028. Full precision is used in comparisons. Qiwa remains authoritative for actual registered counts, averaging rules, classification and separate profession requirements.
How the published manufacturing example is handled
The guide prints 37.93% for High Green with 400 employees, while the formula and annex numbers give 2.08 × ln(400) + 23.97 = 36.432246%. The calculator consistently uses the formula and annex. The other three thresholds in that example agree after rounding.
Assumptions and rounding
- All employees count as one and Saudi employment satisfies wage and Qiwa-contract conditions.
- Entity counts combine all branches within the same economic activity.
Questions about this calculator
Do I need to know the target percentage?
No. Select the economic activity, year and target band; the tool calculates the threshold.
Can I enter employees with half credits?
No. This version supports full-count employees only. Use the official Qiwa calculation for special categories and historical counts.
Why can the result differ from Qiwa?
Official registered employee records, counting weights, history and activity assignment can differ from the entered standard-workforce scenario.
